Hi Jeff,
The speedo on the Savage does vibrate in the hole in fuel tank. Simply remove the tank then remove the speedo. Put some layers of insulating tape around the three pegs that hold the speedo into the tank and reassemble.
While you're at it, the headlight rim vibrates in it's shell. Remove the headlight and neatly apply insulation tape where the rim touches the headlight shell. If you've been neat, you won't be able to see the tape on assembly and any vibration in this area will be stopped.
While the tank's off, check around for anything that may be loose or vibrating. Perhaps the clutch cable is rattling around on the inside of the tank. Just secure it with the other cables. Any small thing like that can cause a ticking type noise.

I liked the sheep-dip answer.
Another solution is to wear earplugs.
Yet another is to get a LOUD exhaust.
Another is to take my woman on the back - you wouldn't hear anything with her yapping.
